Job Purpose
• CQC Registered Manager ensuring CQC standards of care are always provided to patients and carers.
• To provide strong, visionary, inspirational, clear, open, leadership to ensure effective patient centred care, management, organisation, delivery and quality of all care services
• To contribute fully to the strategic planning and corporate management of The Rosemary Foundation
• To work with all staff, trustees, and stakeholders to lead the development and delivery of a clinical and non-clinical strategy able to build on and develop our existing provision and respond to the changing environment in hospice care.
• To lead on clinical governance, safeguarding and risk management for clinical services.
• To be the key link between the service, regulatory bodies and stakeholders
• To support the Clinical Manager in team leadership ensuring optimum care standards for patients and their families.
• To support and oversee registered nurses and health care assistants to deliver direct and indirect holistic care of the highest quality.
The Rosemary Foundation is a well-established nurse led hospice at home team, providing 24/7 palliative and end of life care and support to adults and their families in the latter stages of a life limiting illness and bereavement care to families. The service covers a 15-mile radius of Petersfield, approximately 700 square miles. The Rosemary Foundation is well supportedby volunteers in many roles throughout the service.
The service is funded by fundraising, charitable donations, grants, trusts and legacies. A small percentage of funds are received from the Hampshire and IOW ICB to provide ad hoc care under the Continuing Health Care Fast Track Pathway.

We are looking for someone who can provide strong, clear and open leadership to our team and ensure effective management, organisation, delivery and quality of all services.
The successful candidate may be a registered nurse or allied healthcare professional, but we are equally open to applications from non-clinical managers with suitable experience in a lead role in a CQC registered organisation and able to show continual managerial development throughout their career.
As the Registered Manager, you will be responsible for the overseeing the day-to-day operations of the service, ensuring compliance with CQC regulations and delivering excellent care. You will lead and inspire a team of care professionals, fostering a positive workplace culture that promotes personal development and high-quality, person-focused care. You will be responsible for quality assurance, risk management, and client-centric service delivery.

Strategic Management
• Full operational leadership as the CQC Registered Manager to the Board of Trustees
• Lead on the strategic shaping of the organisation, ensuring that services develop and integrate with the existing and future strategic direction of the hospice at home service as agreed by the Board and inspired by leading edge developments in palliative care provision
• Work with and develop relationships with stakeholders, health organisations and professionals, to build on existing relationships across all areas of palliative and supportive care to best position The Rosemary Foundation to deliver the clinical strategy.
• Show support and involvement in fund raising activities.
Clinical Governance
• Ensuring full compliance with CQC standards, reporting and regulations
• Operational management of all services, supporting staff to take a fully integrated holistic team approach to delivering high quality, adaptable patient/client led services
• Act as a role model at all times, providing strong, open and positive leadership, maintaining excellent professional relationships with colleagues
• Provide support for staff, both on-going and in crisis situations. Creating an environment where staff feel safe, supported and valued
• Act at all times, in a manner that safeguards the interests of individual patients/clients and their families and justifies public trust and confidence in The Rosemary Foundation
• Attend quarterly meetings of the Board of Trustees and monthly senior management meetings. Report and make recommendations on issues relating to the effective delivery of clinical services
• Develop, review, and implement quality assurance measures, including policies, procedures, audit and CQC compliance
• Ensure compliance with all relevant legislation
• Promote and demonstrate a culture of continuous improvement within the team to ensure that the highest standards of clinical services are maintained
• Ensure that patient and carer’s comments/concerns/complaints are appropriately and proactively managed. Investigating and giving feedback as required.
• Ensure efficient data collection from all clinical areas that demonstrate activity and impact
• Manage budgets and Financial Resources in conjunction with the Finance manager and Chair of Trustees, support in the preparation of the annual budget for clinical services.
Education and Training
• Support the implementation of a forward-thinking clinical education strategy
• Attend statutory training in accordance with hospice at home requirements
• Maintain professional registration (if appropriate) and credibility through continuous professional development
• Undertake appraisals and review discussions with staff
• Review staffing needs, levels, and competencies on an ongoing basis
• Keep up to date with national policy and legislative changes and consultations that may impact on the service, its work and reputation
• In conjunction with the Volunteer Coordinator, ensure appropriate systems are in place to recruit, train and review volunteers working in clinical roles
• Participate in own performance development and review discussions with Chair of Trustees
Personal Specification
Qualifications/Education
• Registered nurse/allied healthcare professional or experienced healthcare manager (essential)
• Familiar with the regulatory environment
• Evidence of ongoing and continuing professional development
• Degree level qualification in a relevant subject (essential)
• A legal right to work in the UK
• Experience in a palliative care setting (essential)
